本条例所称自然保护区，是指由国务院或者省、自治区、直辖市人民政府批准设立，以保护典型的自然生态系统、珍稀濒危野生动植物物种的天然集中分布区、有特殊意义的自然遗迹等为主要目的，实现自然资源科学保护和合理利用的特定陆地和海洋区域。
